HSN 8502 40 00 (Electric rotary converters) is subject to Central Pollution Control Board (CPCB) type approval, certificate of conformity of production, conformance labelling, and emission/noise norms under Serial Nos. 88, 94, 95, 95A, 95B and 95C of Schedule I of the Environment Protection Rules, 1986. Import of second-hand diesel generating sets is Restricted under Para 2.31 of the Foreign Trade Policy, with the Central Board of Indirect Taxes and Customs (CBIC) overlay applying at the bill-of-entry stage.

The most frequent error on this tariff line is shipping a new rotary converter with engine-level emission documentation but without the product-specific CPCB type approval and certificate of conformity of production. CPCB's conformance regime requires both documents at the finished-product level — an engine test report from the original equipment manufacturer does not substitute. Consignments arriving without the conformance label affixed are liable to detention pending CPCB-directed remediation, which cannot be completed at the Indian port.
