Wind-powered electric generating sets (wind turbines, wind generators)
HSN 8502 31 00 (Wind-powered electric generating sets) is subject to the ITC (HS) Free-import policy administered by the Directorate General of Foreign Trade (DGFT), with a mandatory Renewable Energy Equipment Import Monitoring System (REEIMS) registration requirement under DGFT Notification 40/2025-26 dated 10-10-2025. Consignments with declared end-use in wind-operated electricity generation must be registered on the Ministry of New and Renewable Energy REEIMS portal before import, with registration specific to the designated port of entry.
- REEIMS registration from Ministry of New and Renewable Energy
- End-use declaration from importer
- ITC (HS) policy condition 9 compliance
- 1Submit an application for REEIMS registration on the Ministry of New and Renewable Energy portal at least five days before the scheduled arrival for sea or land cargo (two days for air cargo). Each registration is valid for three months, is free of charge, and is specific to a single designated seaport, airport, or land port — though multiple consignments may be processed under one registration.DGFT Notification 40/2025-26 dated 10-10-2025 · ITC (HS) Chapter 85 policy condition 9
- 2Include a declaration of the intended end-use of the imported goods on the bill of entry, confirming application in wind-operated electricity generation. The REEIMS system mandates this end-use declaration at the time of registration, and the declared end-use is the basis on which the policy condition is triggered and verified at customs.DGFT Notification 40/2025-26 dated 10-10-2025 · ITC (HS) Chapter 85 policy condition 9(vii)
The most common error on this tariff line is applying for REEIMS registration too close to the vessel's estimated arrival: the five-day advance requirement for sea cargo is strictly counted against the designated port of entry, and a late or missing registration — even for a consignment otherwise compliant with all customs requirements — results in consignment detention at port and accumulating demurrage until a valid registration is confirmed. Note also that the registration is port-specific; diverting the consignment to a different port after registration requires a fresh application.
