- 1Obtain and upload a valid CPCB type-approval certificate and certificate of conformity of production covering emission and noise norms for the specific fuel type (diesel, petrol, kerosene, LPG, or natural gas). Conformance labelling must be affixed to the unit in accordance with Schedule I of the Environment (Protection) Rules, 1986, Serial Nos. 88, 94, 95, 95A, 95B and 95C.Sr. Nos. 88, 94, 95, 95A, 95B and 95C of Schedule I of the Environment (Protection) Rules, 1986 · CPCB letter CP-29/10/2022-UPC-I-HO-CPCB-HO-927 dated 26-05-2023
- 2If the consignment comprises second-hand diesel generating sets, note that import is Restricted under Para 2.31 of the Foreign Trade Policy. Confirm compliance with General Note 2 to the Import Policy before filing the bill of entry; non-compliance results in consignment detention.Para 2.31 of the Foreign Trade Policy · General Note 2 to Import Policy · G.S.R. 804(E) dated 03-11-2022
- 3Verify that the bill of entry and supporting documents align with CBIC guidance issued jointly with CPCB. Customs officers are directed to check type-approval and conformance-labelling compliance at the out-of-charge stage per the CBIC letter.CBIC letter F.No.401/67/2022-CUS III dated 26-05-2023 · G.S.R. 804(E) dated 03-11-2022
The most common error on this tariff line is presenting a type-approval certificate covering one fuel variant while importing a unit configured for a different fuel — CPCB type approvals are fuel-specific, and a petrol-configured set cannot be cleared on a diesel-variant certificate. Verify that the certificate of conformity of production matches the exact fuel type and power output of every unit in the consignment; a mismatch triggers consignment detention at customs and a referral back to CPCB for fresh type-approval, which can result in extended demurrage and ground rent at the port.
