Of an output exceeding 2,000 kVA but not exceeding 5,000 kVA
AC generators of output exceeding 2,000 kVA up to 5,000 kVA
HSN 8501 64 20 (AC generators of output exceeding 2,000 kVA but not exceeding 5,000 kVA) is covered by a Bureau of Indian Standards Quality Control Order. Solar photovoltaic modules with blocking diodes falling under this tariff line require BIS registration under the Compulsory Registration Scheme against IS 14286 or IS 16077, with effect from 30 August 2017. Extended Producer Responsibility authorisation, Bureau of Energy Efficiency labelling, and Renewable Energy Equipment Import Monitoring System registration apply as separate customs-clearance overlays.
Procedural directions for customs clearance are issued by: Central Board of Indirect Taxes and Customs, Directorate General of Foreign Trade.
- 1Verify the foreign supplier's BIS Compulsory Registration Scheme R-number on the BIS portal against IS 14286 for crystalline-silicon photovoltaic modules or IS 16077 for thin-film modules (A-Si, CIGS, CdTe). The R-number must be model-specific, current, and in scope on the shipping bill date.Solar Photovoltaics, Systems, Devices and Components Goods (Requirements for Compulsory Registration) Order, 2017 · S.O. 2920(E) dated 30-08-2017 · S.O. 5259(E) dated 12-10-2018
- 2Confirm the diode topology before filing the bill of entry: modules equipped with blocking diodes (or blocking and bypass diodes together) are classifiable under HSN 8501; modules with bypass diodes only fall under HSN 8541. Obtain written confirmation of diode configuration from the supplier.Central Board of Indirect Taxes and Customs Instruction 08/2018-Cus dated 06-04-2018
- 3Register the consignment on the Renewable Energy Equipment Import Monitoring System (REEIMS) of the Ministry of New and Renewable Energy before import. HSN 85016420 with wind-energy end-use requires REEIMS registration: at least 5 days in advance for sea and land cargo, 2 days for air cargo. Each registration is valid 3 months, port-specific, and carries no registration fee.DGFT Notification 40/25-26 dated 10-10-2025 · Policy Condition 9 of Chapter 85 · effective 01-11-2025
- 4Obtain Extended Producer Responsibility authorisation from the Central Pollution Control Board before import. Declare the EPR authorisation number on the bill of entry. MSMED-registered micro enterprises are exempt from this requirement.Schedule I of the E-Waste (Management) Rules, 2022 · G.S.R. 801(E) dated 02-11-2022
- 5Ensure compliance with Bureau of Energy Efficiency labelling requirements and quote the BIS R-number, CPCB EPR authorisation number, REEIMS registration number, and BEE labelling reference on the bill of entry. Customs verifies each against the issuing portal; any absent, expired, or scope-mismatched credential triggers consignment detention.BEE Notification 5506/BEE/S&L/AL/2025-26 dated 26-12-2025 · BIS Act, 2016 · Customs Act, 1962
The single most common error on this tariff line is overlooking REEIMS registration for consignments with wind-energy end-use. Unlike the SIMS or EPR frameworks, REEIMS is a recently notified overlay effective 01 November 2025 that is end-use-specific — importers sourcing generators for wind-operated electricity generation must register on REEIMS prior to arrival; failure to do so results in consignment detention at the port of entry regardless of a clean BIS R-number or EPR authorisation.
