HSN 8484 20 00 (Mechanical seals) is not covered by a Bureau of Indian Standards Quality Control Order and carries no Partner Government Agency clearance requirement at the tariff-line level. Import follows the standard customs procedure: Importer-Exporter Code (IEC), bill of entry, commercial invoice, packing list. Other articles under Chapter 84 — particularly machinery components subject to pressure equipment or boiler regulations — may attract compliance at the equipment or assembly level rather than at the individual seal tariff line.
The principal risk at this tariff line is misclassification: seals that are integral sub-components of a complete regulated machine (pumps, compressors, reactor vessels) may be re-assessed by customs as parts of that parent assembly, triggering the compliance regime that attaches to the parent equipment under Chapter 84. Retrospective duty recovery and detention pending re-classification are live consequences of that determination. Importers should document the standalone nature of the seal and its intended use before shipment.
