Industrial valves (excluding pressure-reducing valves, and thermostatically controlled valves)
Industrial valves for gas cylinders and general purposes
HSN 8481 80 30 (industrial valves, excluding pressure-reducing and thermostatically controlled valves) is covered by a Bureau of Indian Standards Quality Control Order. Conformity to IS 3224 and related IS standards is mandatory under the ISI Mark Scheme, with valve-type-specific obligations in force from 22 November 2016 under the Gas Cylinder Rules, 2016 and from 1 January 2021 for butterfly valves under the Butterfly Valves (Quality Control) Order, 2020. No separate customs-clearance overlay applies beyond BIS.
- 1Identify the precise valve type before sourcing: map each valve to the applicable IS standard (IS 3224 for industrial/CNG cylinder valves, IS 3745 for medical gas, IS 7302 for breathing apparatus, IS 8776/8737 for LPG cylinders, IS 15100 for auto-LPG, IS 12300 for small refrigerant cylinders, IS 9798 for LPG regulators, IS 13095 for butterfly valves). The CM/L licence must match the correct IS number for the valve type being imported.Rule 4(1) of the Gas Cylinder Rules, 2016 · G.S.R. 1081(E) dated 22-11-2016 · Butterfly Valves (Quality Control) Order, 2020 · S.O. 1920(E) dated 17-06-2020
- 2Verify the foreign manufacturer's BIS CM/L licence number against the relevant IS standard on the BIS online register before placing the purchase order. Confirm the licensed product scope covers the valve type, pressure rating, cylinder water capacity, and manufacturing facility.ISI Mark Scheme under Scheme-I of Schedule-II to the BIS (Conformity Assessment) Regulations, 2018 · BIS Act, 2016
- 3Ensure every valve bears the ISI mark and the supplier's CM/L number traceable to the licensed IS standard and manufacturing facility. Marking must appear on the product itself; packaging-only marking does not satisfy the statutory requirement.BIS (Conformity Assessment) Regulations, 2018 · Scheme-I marking format · BIS Act, 2016
- 4Quote the supplier's BIS CM/L number and the applicable IS standard on the bill of entry. Customs verifies the CM/L in real time against the BIS register; an absent, expired, or IS-mismatched licence triggers consignment detention and potential confiscation under the Explosives Act, 1884 for gas-cylinder valve consignments.Section 18 of the Explosives Act, 1884 · Rule 4(1) of the Gas Cylinder Rules, 2016 · G.S.R. 1081(E) dated 22-11-2016 · BIS Act, 2016 · Customs Act, 1962
- 5For valves fitted to cryogenic containers or valves conforming to a standard other than those listed, obtain prior approval from the Chief Controller of Explosives before import. Document the Chief Controller's acceptance and attach it to the bill of entry.Rule 4(1)(viii)-(ix) of the Gas Cylinder Rules, 2016 · G.S.R. 1081(E) dated 22-11-2016
The single most common error on this tariff line is treating HSN 8481 80 30 as a single-IS obligation and sourcing a CM/L against IS 3224 alone, without recognising that nine distinct Indian Standards govern different valve-type subcategories within this one 8-digit code. A CM/L valid for industrial gas cylinder valves under IS 3224 does not cover LPG cylinder valves (IS 8776/8737), butterfly valves (IS 13095), or LPG regulators (IS 9798); importing under the wrong CM/L scope exposes the entire consignment to detention and re-export even where the supplier holds a valid licence under a different IS number.
