HSN 8481 10 00 (pressure-reducing valves) is covered by a Bureau of Indian Standards Quality Control Order. Conformity to the applicable Indian Standard is mandatory under the ISI Mark Scheme; cylinder valves have been subject to BIS compliance requirements under the Gas Cylinders Rules, 2016 since 22 November 2016, and butterfly valves for general purposes under the Butterfly Valves (Quality Control) Order, 2020 with effect from 01 January 2021. The predominant compliance failure on HSN 8481 10 00 is presenting a single CM/L licence number at the port without confirming whether its licensed scope covers the exact valve type and gas-service category in the consignment. A CM/L against IS 3224 (industrial gas cylinder valves) does not cover LPG cylinder valves under IS 8776 or IS 8737, nor does it cover butterfly valves under IS 13095 — each IS number demands its own licence scope entry.
