Evaporative air coolers for indoor and industrial use

HSN 8479 60 00 (evaporative air coolers) is covered by a Bureau of Indian Standards Quality Control Order. Conformity to IS 3315:2019 and IS 17570 (Part 1):2021 is mandatory under the ISI Mark Scheme with effect from 30 January 2025 under the Air Cooler and Air Filters (Quality Control) Order, 2025. Extended Producer Responsibility authorisation administered by the Central Pollution Control Board and Bureau of Energy Efficiency labelling apply as separate customs-clearance overlays.

   Source only from a Bureau of Indian Standards CM/L-licensed manufacturer holding a current licence against IS 3315:2019 and IS 17570 (Part 1):2021. Verify the supplier's CM/L number, licensed product scope, and manufacturing facility on the BIS online register before placing the purchase order.

   Confirm the applicable implementation date against the supplier's enterprise category: general enterprises from 01-04-2025, small enterprises from 01-07-2025, and micro enterprises from 01-10-2025. Micro enterprises registered under the Udyam Portal with plant and machinery investment not exceeding ₹1 crore and turnover not exceeding ₹5 crore are exempt from the QCO obligation.

   Ensure every evaporative air cooler bears the ISI mark and the supplier's CM/L number under Scheme-I of Schedule-II to the BIS (Conformity Assessment) Regulations, 2018. Marking must appear on the product itself, not on packaging alone.

   Obtain Extended Producer Responsibility authorisation from the Central Pollution Control Board under the E-Waste (Management) Rules, 2022 before import of large cooling appliances. Micro enterprises as defined in the MSMED Act, 2006 are exempt. Quote the EPR authorisation number on the bill of entry.

   Quote the supplier's BIS CM/L number and the CPCB EPR authorisation number on the bill of entry, and ensure compliance with Bureau of Energy Efficiency (Appliance Labelling and Compliance) Regulations, 2026. Customs verifies the CM/L in real time against the BIS register; an absent, expired, or scope-mismatched licence triggers consignment detention.
