Parts of automatic goods-vending machines, other
HSN 8476 90 90 (parts of automatic goods-vending machines) is subject to the Ministry of Environment, Forest and Climate Change (MEFCC) licensing regime under Rule 10 of the Ozone Depleting Substances (ODS) Rules, 2000, to the extent the parts contain or are used in refrigeration or air-conditioning equipment covered by Schedule VII. The Directorate General of Foreign Trade (DGFT) administers the corresponding Restricted-import policy condition, and any Schedule VII-covered part that does not contain ODS must carry a label to that effect before import, as required under General Note 8(a) of the Import Policy.

The most common error on this residual parts tariff line is assuming that because the 8-digit description reads 'Other' it is free from ODS-regime obligations. The Schedule VII trigger is product-function-based, not description-based: a compressor component or condenser unit destined for an air-conditioning or refrigeration assembly attracts the DGFT licence requirement under Rule 10 of the ODS Rules regardless of how the part is invoiced. Omitting the DGFT licence or the ODS-free label at the bill of entry results in consignment detention pending regularisation.
