HSN 8476 89 90 (automatic goods-vending machines, other) is covered by a Bureau of Indian Standards Quality Control Order. Extended Producer Responsibility authorisation administered by the Central Pollution Control Board applies as a separate customs-clearance overlay.
Procedural directions for customs clearance are issued by: Directorate General of Foreign Trade.
- 1Source only from a Bureau of Indian Standards CM/L-licensed manufacturer holding a current licence against IS 302 (Part 2/Sec 75):2018 for electrical appliances for commercial dispensing and vending. Verify the CM/L number, licensed product scope, and licensed manufacturing facility on the BIS online register before placing the purchase order.Electrical Appliances for Commercial Dispensing and Vending (Quality Control) Order, 2025 · S.O. 2283(E) dated 20-05-2025
- 2Ensure every machine bears the ISI mark and the supplier's CM/L number under Scheme-I of Schedule-II of the BIS (Conformity Assessment) Regulations, 2018. Marking must appear on the equipment itself, not on packaging alone.Scheme-I of Schedule-II of the BIS (Conformity Assessment) Regulations, 2018 · S.O. 2283(E) dated 20-05-2025
- 3Obtain Extended Producer Responsibility authorisation from the Central Pollution Control Board before import of automatic dispensers. Micro enterprises as defined under the MSMED Act, 2006 are exempt. Quote the EPR authorisation number on the bill of entry.Schedule-I of the E-Waste (Management) Rules, 2022 · G.S.R. 801(E) dated 02-11-2022
- 4If the machine incorporates refrigeration or cooling equipment containing ozone-depleting substances, obtain a DGFT import licence under Rule 10 of the Ozone Depleting Substances (ODS) Rules, 2000. Equipment free of ODS must carry a label stating that fact before import.Rule 10 of the Ozone Depleting Substances (ODS) Rules, 2000 · General Note 8(a) of the ITC (HS) Import Policy
- 5Quote the supplier's BIS CM/L number and the CPCB EPR authorisation number on the bill of entry. Note that implementation dates differ by enterprise size: general importers from 01-10-2025, small enterprises from 01-01-2026, micro enterprises from 01-04-2026. Consignments arriving before the applicable date remain subject to the standard on and after that date.S.O. 2283(E) dated 20-05-2025 · BIS Act, 2016 · Customs Act, 1962
The single most consequential oversight on this tariff line is overlooking the tiered implementation schedule — general and small enterprises have earlier enforcement dates than micro enterprises, and customs will apply the date applicable to the importer's enterprise classification at the time of arrival. An importer who relies on the micro-enterprise date of 01 April 2026 without maintaining valid Udyam registration documenting micro-enterprise status at the point of clearance faces detention on grounds of non-compliance with the earlier general-category cut-off of 01 October 2025.
