Compliance steps
  1. 1
Source only from a Bureau of Indian Standards CM/L-licensed manufacturer holding a current licence against IS 302 (Part 2/Sec 75):2018 for electrical appliances for commercial dispensing and vending. Verify the CM/L number, licensed product scope, and manufacturing facility on the BIS online register before placing the purchase order.
Electrical Appliances for Commercial Dispensing and Vending QCO 2025 · S.O. 2283(E) dated 20-05-2025
  2. 2
Ensure each machine bears the ISI mark and the supplier's CM/L number under Scheme-I of Schedule-II to the BIS (Conformity Assessment) Regulations, 2018. Marking must appear on the appliance itself, not on outer packaging alone.
    Scheme-I of Schedule-II to the BIS (Conformity Assessment) Regulations, 2018 · S.O. 2283(E) dated 20-05-2025
  3. 3
Obtain Extended Producer Responsibility authorisation from the Central Pollution Control Board before import. Micro enterprises as defined under the MSMED Act, 2006 are exempt. Quote the EPR authorisation number on the bill of entry.
    Schedule-I of the E-Waste (Management) Rules, 2022 · G.S.R. 801(E) dated 02-11-2022
  4. 4
If the machine contains ozone-depleting substances, obtain an ODS import licence from the Directorate General of Foreign Trade before shipment. Machines free of ODS must carry a label declaring the absence of ODS before import.
Rule 10 of the Ozone Depleting Substances (ODS) Rules, 2000 · General Note 8(a) of the ITC (HS) Import Policy
  5. 5
Quote the BIS CM/L number and the CPCB EPR authorisation number on the bill of entry. Note the staggered enforcement dates: small enterprises must comply from 01 January 2026 and micro enterprises from 01 April 2026. Research-and-development imports of up to fifty units per year are exempt from the QCO provided the units are not sold commercially.

A word of counsel

The single most common error on this tariff line is treating the staggered enforcement schedule as a blanket deferral. The QCO is in force from 01 October 2025 for standard enterprises; importers who self-classify as small or micro enterprises without maintaining contemporaneous Udyam registration documentation risk detention when customs verifies enterprise-category status against the MSMED Act definition. The research-and-development exemption for fifty units is narrow — units must not enter commercial sale and records must be preserved for government inspection.

Frequently asked
Does HSN 8476 81 20 require BIS certification?
Yes. Conformity to IS 302 (Part 2/Sec 75):2018 is mandatory under the ISI Mark Scheme by virtue of the Electrical Appliances for Commercial Dispensing and Vending QCO 2025, with effect from 01 October 2025 for standard enterprises; import is permitted only from manufacturers holding a current BIS CM/L licence covering the relevant machine type.
Is Extended Producer Responsibility authorisation required separately from BIS QCO compliance?
Yes. EPR authorisation is administered by the Central Pollution Control Board under the E-Waste (Management) Rules, 2022 and is independent of the BIS ISI Mark Scheme obligation. Micro enterprises as defined in the Micro, Small and Medium Enterprises Development Act, 2006 are exempt from EPR.
Do the staggered enforcement dates apply to all importers?
No. The 01 October 2025 date applies to standard enterprises; small enterprises must comply from 01 January 2026 and micro enterprises from 01 April 2026. Enterprise category is determined under the MSMED Act, 2006 and must be supported by current Udyam registration at the time of import.
Does a single CM/L licence cover all vending machine models and manufacturing facilities?
No. A CM/L licence is scope-specific by product variant and manufacturing facility; machines outside the licensed model scope, or produced at an unlicensed plant, are not covered and will be detained on a mismatch with the BIS register.
