The QCO is in force from 01 October 2025 for standard enterprises; importers who self-classify as small or micro enterprises without maintaining contemporaneous Udyam registration documentation risk detention when customs verifies enterprise-category status against the MSMED Act definition. The research-and-development exemption for fifty units is narrow — units must not enter commercial sale and records must be preserved for government inspection.
