The most common error on this tariff line is assuming the MSME micro-enterprise carve-out extinguishes all EPR obligations. The exemption covers EPR authorisation only; it does not exempt the importer from MTCTE certification where the product model appears on the DoT-notified list. An importer who ships without checking the current MTCTE notification risks consignment detention at port pending production of the certificate, with demurrage and ground rent accruing in the interim.
