HSN 8472 90 20 (digital duplicators) is covered by a Bureau of Indian Standards Quality Control Order under the Electronics and Information Technology Goods (Requirements for Compulsory Registration) Order, 2021. Conformity to IS/IEC 62368 Part 1:2023 is mandatory under the Compulsory Registration Scheme with effect from 18 March 2021; IS 13252 Part 1:2010 and IS 616:2017 run concurrently until 1 November 2028, after which both legacy standards are withdrawn. Wireless Planning and Coordination type approval and Extended Producer Responsibility authorisation apply as separate customs-clearance overlays.

The single most common error on this tariff line is failing to track the concurrent-running window correctly: copying machines and duplicators are listed at serial no. 65 of the Electronics and IT Goods QCO, which carries a distinct concurrent-running deadline of 1 May 2026 for the IS 13252/IS 616 to IS/IEC 62368-1 transition — not the general 1 November 2028 deadline that applies to other goods in the order. An importer who sources against IS 13252 Part 1:2010 after 1 May 2026 for this product will find the R-number no longer valid for the duplicator serial number, triggering detention at port.
