Compliance steps
  1. 1
Verify the foreign supplier's BIS Compulsory Registration Scheme R-number on the BIS portal against IS/IEC 62368 Part 1:2023 (or IS 13252 Part 1:2010 or IS 616:2017 during the concurrent-running window ending 1 November 2028). The R-number must be model-specific and current on the date of the shipping bill.

  2. 2
Ensure each digital duplicator bears the BIS standard mark under Scheme-II of Schedule-II to the BIS (Conformity Assessment) Regulations, 2018. The marking must appear on the product itself, with the R-number traceable to the registered model.

  3. 3
Assess whether the digital duplicator incorporates wireless functionality. If so, obtain Wireless Planning and Coordination type approval or an Equipment Type Approval certificate via the SaralSanchar portal for licence-exempt bands; apply to the Department of Telecommunications at least 30 days before the expected arrival date.

  4. 4
Obtain Extended Producer Responsibility authorisation from the Central Pollution Control Board before import of copying equipment. MSMED Act-registered micro enterprises are exempt. Quote the EPR authorisation number on the bill of entry.

  5. 5
Quote the BIS R-number, the WPC type approval reference (if applicable), and the EPR authorisation number on the bill of entry. Ensure compliance with DGFT Notification 13/24-25, General Note 2(c) of the import policy, and policy condition 2 of Chapter 84, and verify compliance with paragraphs 1 to 4 of CBIC Instruction 27/2025-CUS.

A word of counsel

The single most common error on this tariff line is failing to track the concurrent-running window correctly: copying machines and duplicators are listed at serial no. 65 of the Electronics and IT Goods QCO, which carries a distinct concurrent-running deadline of 1 May 2026 for the IS 13252/IS 616 to IS/IEC 62368-1 transition — not the general 1 November 2028 deadline that applies to other goods in the order. An importer who sources against IS 13252 Part 1:2010 after 1 May 2026 for this product will find the R-number no longer valid for the duplicator serial number, triggering detention at port.

Frequently asked
Does HSN 8472 90 20 require BIS certification?
Yes. Digital duplicators require Bureau of Indian Standards registration under the Compulsory Registration Scheme against IS/IEC 62368 Part 1:2023 (with concurrent running of IS 13252 Part 1:2010 and IS 616:2017 permitted until 1 May 2026 for this product) with effect from 18 March 2021.
Is Wireless Planning and Coordination approval required separately from BIS QCO compliance?
Yes, if the digital duplicator incorporates wireless functionality. WPC type approval or Equipment Type Approval via the SaralSanchar portal is required independently of the BIS Compulsory Registration Scheme, per CBIC Instruction 16/2022-CUS and CBIC Instruction 24/2024-CUS.
When does the concurrent-running window for IS 13252 and IS 616 close for digital duplicators?
For copying machines and duplicators at serial no. 65 of the QCO, concurrent running of IS 13252 Part 1:2010 and IS 616:2017 with IS/IEC 62368 Part 1:2023 is permitted only until 1 May 2026; after that date, only IS/IEC 62368 Part 1:2023 remains valid per S.O. 4997(E) dated 29-10-2025.
Does a single Compulsory Registration Scheme R-number cover all duplicator models from the same manufacturer?
No. The R-number is model-specific; duplicator variants outside the registered model code are not covered, and customs detains the consignment on a model-code mismatch with the BIS register.
