HSN 8471 90 00 (other automatic data processing machines and units) is covered by a Bureau of Indian Standards Quality Control Order. Conformity to IS/IEC 62368-1:2023 — concurrently IS 13252 and IS 616 during the transition window — is mandatory under the Compulsory Registration Scheme with effect from 18 March 2021, under the Electronics and Information Technology Goods (Requirement of Compulsory Registration) Order, 2021. Extended Producer Responsibility authorisation and Directorate General of Foreign Trade IMS import controls apply as separate customs-clearance overlays.
Procedural directions for customs clearance are issued by: Central Board of Indirect Taxes and Customs, Directorate General of Foreign Trade.
- 1Verify the foreign supplier's BIS Compulsory Registration Scheme R-number on the BIS portal against IS/IEC 62368 Part 1:2023 (or IS 13252 Part 1:2010 and IS 616:2017 where concurrent running is still valid). The R-number must be model-specific and current on the date of the shipping bill.Electronics and Information Technology Goods (Requirement of Compulsory Registration) Order, 2021 · S.O. 1248(E) dated 18-03-2021 · S.O. 4997(E) dated 29-10-2025 · Scheme-II of Schedule-II of the BIS (Conformity Assessment) Regulations, 2018
- 2Confirm the concurrent-running window applicable to the specific product: for goods at serial no. 65 of the CRS Order, IS 13252 Part 1:2010 and IS 616:2017 run concurrently with IS/IEC 62368 Part 1:2023 until 01-05-2026; for all other notified goods, the concurrent window runs until 01-11-2028, after which IS 13252 and IS 616 stand withdrawn.S.O. 4997(E) dated 29-10-2025 · General Note 2(c) of the ITC (HS) Import Policy
- 3Ensure the imported goods bear the BIS Standard Mark and the supplier's CRS R-number as required under Scheme-II of Schedule-II to the BIS (Conformity Assessment) Regulations, 2018. The Standard Mark must be on the product or its packaging in the form prescribed by Bureau of Indian Standards.Scheme-II of Schedule-II of the BIS (Conformity Assessment) Regulations, 2018 · Electronics and Information Technology Goods (Requirement of Compulsory Registration) Order, 2021
- 4Obtain Extended Producer Responsibility authorisation from the Central Pollution Control Board before import for covered categories including scanners and electronic data storage devices. MSMED-registered micro enterprises are exempt. Quote the EPR authorisation number on the bill of entry.Schedule-I of the E-Waste (Management) Rules, 2022 · G.S.R. 801(E) dated 02-11-2022
- 5Check whether the consignment is covered by the IMS import procedure for restricted IT hardware for 2026 under DGFT Policy Circular 8/25-26. Additionally, verify applicability of CBIC Instruction 27/2025-Cus and DGFT Notification 13/24-25 relating to general import policy conditions on Chapter 84 goods.DGFT Policy Circular 8/25-26 dated 17-12-2025 · CBIC Instruction 27/2025-Cus dated 26-08-2025 · DGFT Notification 13/24-25 dated 20-05-2024
The single most common error on this tariff line is registering — or accepting supplier registration — against IS 13252 Part 1:2010 or IS 616:2017 alone without tracking the concurrent-running cut-off date applicable to the specific serial number in the CRS schedule. For serial no. 65 goods (e.g., passport readers), the legacy standards withdraw on 01-05-2026; an R-number issued against a withdrawing standard after that date renders the entire consignment non-compliant at port, triggering detention regardless of whether the mark itself appears on the product.
