Compliance steps
  1. 1
Verify the foreign supplier's BIS Compulsory Registration Scheme R-number on the BIS portal against IS/IEC 62368 Part 1:2023 (or IS 13252 Part 1:2010 and IS 616:2017 where concurrent running is still valid). The R-number must be model-specific and current on the date of the shipping bill.

  2. 2
Confirm the concurrent-running window applicable to the specific product: for goods at serial no. 65 of the CRS Order, IS 13252 Part 1:2010 and IS 616:2017 run concurrently with IS/IEC 62368 Part 1:2023 until 01-05-2026; for all other notified goods, the concurrent window runs until 01-11-2028, after which IS 13252 and IS 616 stand withdrawn.
S.O. 4997(E) dated 29-10-2025 · General Note 2(c) of the ITC (HS) Import Policy
  3. 3
Ensure the imported goods bear the BIS Standard Mark and the supplier's CRS R-number as required under Scheme-II of Schedule-II to the BIS (Conformity Assessment) Regulations, 2018. The Standard Mark must be on the product or its packaging in the form prescribed by Bureau of Indian Standards.

  4. 4
Obtain Extended Producer Responsibility authorisation from the Central Pollution Control Board before import for covered categories including scanners and electronic data storage devices. MSMED-registered micro enterprises are exempt. Quote the EPR authorisation number on the bill of entry.
    Schedule-I of the E-Waste (Management) Rules, 2022 · G.S.R. 801(E) dated 02-11-2022
  5. 5
Check whether the consignment is covered by the IMS import procedure for restricted IT hardware for 2026 under DGFT Policy Circular 8/25-26. Additionally, verify applicability of CBIC Instruction 27/2025-Cus and DGFT Notification 13/24-25 relating to general import policy conditions on Chapter 84 goods.

A word of counsel

The single most common error on this tariff line is registering — or accepting supplier registration — against IS 13252 Part 1:2010 or IS 616:2017 alone without tracking the concurrent-running cut-off date applicable to the specific serial number in the CRS schedule. For serial no. 65 goods (e.g., passport readers), the legacy standards withdraw on 01-05-2026; an R-number issued against a withdrawing standard after that date renders the entire consignment non-compliant at port, triggering detention regardless of whether the mark itself appears on the product.

Frequently asked
Does HSN 8471 90 00 require BIS certification?
Yes. Passport readers, USB-driven barcode readers, barcode scanners, iris scanners, optical fingerprint scanners, and power adaptors for IT equipment require BIS Compulsory Registration Scheme R-number registration against IS/IEC 62368 Part 1:2023 (or the applicable concurrent standard) with effect from 18 March 2021.
Do IS 13252 and IS 616 remain valid for CRS registration after S.O. 4997(E)?
Only during the concurrent-running window: until 01-05-2026 for serial no. 65 goods, and until 01-11-2028 for all other notified goods under the Electronics and Information Technology Goods (Requirement of Compulsory Registration) Order, 2021. After the respective cut-off, IS 13252 and IS 616 stand withdrawn and IS/IEC 62368 Part 1:2023 becomes the sole valid standard.
Is Extended Producer Responsibility authorisation required separately from BIS QCO compliance?
Yes. EPR authorisation under the E-Waste (Management) Rules, 2022 is administered by the Central Pollution Control Board and is independent of the BIS Compulsory Registration Scheme. Micro enterprises as defined in the MSMED Act, 2006 are exempt from the EPR requirement.
Does a single CRS R-number cover all models and variants from the same manufacturer?
No. The R-number is model-specific; product variants or model codes outside the registered scope are not covered, and a model-code mismatch with the BIS register at customs triggers detention of the consignment.
