Conformity to IS/IEC 62368-1:2023 (concurrent with IS 13252 Part 1:2010 and IS 616:2017 until 01-11-2028) is mandatory under the Compulsory Registration Scheme with effect from 18 March 2021, by virtue of the Electronics and Information Technology Goods (Requirements for Compulsory Registration) Order, 2021. Compliance steps
  1. 1
Verify the foreign supplier's BIS Compulsory Registration Scheme R-number on the BIS portal against IS/IEC 62368-1:2023, or against IS 13252 Part 1:2010 or IS 616:2017 during the concurrent-running window. The R-number must be model-specific, current, and covering the CD-ROM drive model being imported.
    Electronics and Information Technology Goods (Requirements for Compulsory Registration) Order, 2021 · S.O. 1248(E) dated 18-03-2021 · S.O. 4997(E) dated 29-10-2025
  2. 2
Confirm the applicable standard for the consignment: IS 13252 Part 1:2010 and IS 616:2017 are permitted in concurrent running with IS/IEC 62368-1:2023 until 01 November 2028, after which both legacy standards stand withdrawn. Source only from suppliers registered under a valid, in-scope standard.

  3. 3
Ensure each unit bears the BIS Standard Mark and the supplier's R-number under Scheme-II of Schedule-II to the BIS (Conformity Assessment) Regulations, 2018. Marking must appear on the product and be legible; marking on outer packaging alone does not satisfy the requirement.
BIS (Conformity Assessment) Regulations, 2018, Scheme-II of Schedule-II · Electronics and Information Technology Goods (Requirements for Compulsory Registration) Order, 2021
  4. 4
Obtain Extended Producer Responsibility authorisation from the Central Pollution Control Board before import for electronic data storage devices. Micro enterprises as defined under the Micro, Small and Medium Enterprises Development Act, 2006 are exempt from EPR authorisation.
    Schedule-I of the E-Waste (Management) Rules, 2022 · G.S.R. 801(E) dated 02-11-2022
  5. 5
Quote the BIS R-number and the CPCB EPR authorisation number on the bill of entry, and ensure compliance with DGFT Notification 13/24-25 dated 20-05-2024 and CBIC Instruction 27/2025-Cus dated 26-08-2025. Customs verifies both references independently; an absent, expired, or scope-mismatched R-number triggers consignment detention.

A word of counsel

The single most consequential error on this tariff line is registering under one of the legacy standards — IS 13252 Part 1:2010 or IS 616:2017 — without checking whether the supplier's R-number has already been migrated or is required to be migrated to IS/IEC 62368-1:2023 for the specific product category. Serial No. 65 goods have a shorter concurrent-running window ending 01 May 2026; all other goods run until 01 November 2028. An R-number registered under a withdrawn standard after its sunset date renders the entire consignment non-compliant at port regardless of the certificate's apparent currency on its face.

Frequently asked
Does HSN 8471 70 60 require BIS certification?
Yes. CD-ROM drives must conform to IS/IEC 62368-1:2023 (or IS 13252 Part 1:2010 and IS 616:2017 during the concurrent-running window) and bear a BIS Standard Mark under the Compulsory Registration Scheme, with effect from 18 March 2021 under S.O. 1248(E).
Is Extended Producer Responsibility authorisation required separately from BIS CRS compliance?
Yes. EPR authorisation is administered by the Central Pollution Control Board under the E-Waste (Management) Rules, 2022 and is independent of the BIS registration. Micro enterprises under the MSMED Act, 2006 are exempt.
Until when are IS 13252 Part 1:2010 and IS 616:2017 valid for import purposes?
Both legacy standards are permitted in concurrent running with IS/IEC 62368-1:2023 until 01 November 2028 for most goods, after which they stand withdrawn. Goods at serial no. 65 of the notification have a shorter window ending 01 May 2026.
Does a single CRS R-number cover all models and variants from the same manufacturer?
No. The R-number is model-specific; CD-ROM drive models not listed in the registered scope, or produced at an unlicensed facility, are not covered and will be detained on a model-code mismatch at customs.
