HSN 8471 70 60 (CD-ROM drives) is covered by a Bureau of Indian Standards Quality Control Order. Conformity to IS/IEC 62368-1:2023 (concurrent with IS 13252 Part 1:2010 and IS 616:2017 until 01-11-2028) is mandatory under the Compulsory Registration Scheme with effect from 18 March 2021, by virtue of the Electronics and Information Technology Goods (Requirements for Compulsory Registration) Order, 2021. Extended Producer Responsibility authorisation administered by the Central Pollution Control Board applies as a separate customs-clearance overlay.

The single most consequential error on this tariff line is registering under one of the legacy standards — IS 13252 Part 1:2010 or IS 616:2017 — without checking whether the supplier's R-number has already been migrated or is required to be migrated to IS/IEC 62368-1:2023 for the specific product category. Serial No. 65 goods have a shorter concurrent-running window ending 01 May 2026; all other goods run until 01 November 2028. An R-number registered under a withdrawn standard after its sunset date renders the entire consignment non-compliant at port regardless of the certificate's apparent currency on its face.
