Scanners (barcode, iris, fingerprint, passport and document scanners)
HSN 8471 60 50 (scanners) is covered by a Bureau of Indian Standards Quality Control Order under the Electronics and Information Technology Goods (Requirements of Compulsory Registration) Order, 2021. Conformity to IS/IEC 62368 Part 1:2023 is mandatory under the Compulsory Registration Scheme with effect from 18 March 2021, as notified by S.O. 1248(E) and amended by S.O. 4997(E). Wireless Planning and Coordination equipment type approval and Extended Producer Responsibility authorisation apply as separate customs-clearance overlays.

- 1Verify the foreign supplier's BIS Compulsory Registration Scheme R-number on the BIS portal against IS/IEC 62368 Part 1:2023 (or IS 13252 Part 1:2010 / IS 616:2017 during the concurrent-running window). - 2Confirm that each unit bears the BIS standard mark under a licence issued per Scheme-II of Schedule-II of the BIS (Conformity Assessment) Regulations, 2018. - 3If the scanner incorporates wireless functionality operating in a licensed band, obtain a WPC import licence via the SaralSanchar portal at least 30 days before shipment arrival. The single most common error on this tariff line is sourcing against the legacy IS 13252 Part 1:2010 or IS 616:2017 R-number for scanners listed at serial no. 65 of the QCO Schedule without checking whether the concurrent-running window for that serial number expires on 01-05-2026 — significantly earlier than the 01-11-2028 deadline applicable to other goods under the same order. Importers relying on an IS 13252 or IS 616 registration for a scanner that falls within serial no. 65 face detention from 01 May 2026 if the supplier has not transitioned to an IS/IEC 62368 Part 1:2023 R-number before that date.
