Computer keyboards, wired and wireless
HSN 8471 60 40 (computer keyboards, wired and wireless) is covered by a Bureau of Indian Standards Quality Control Order. Conformity to IS 13252 or IS 616 — with concurrent running against IS/IEC 62368 (Part 1):2023 — is mandatory under the Compulsory Registration Scheme with effect from 18 March 2021, by virtue of the Electronics and Information Technology Goods (Requirements for Compulsory Registration) Order, 2021. Wireless Planning and Coordination import licensing or Equipment Type Approval under the Indian Telegraph (Amendment) Rules, 2017, Extended Producer Responsibility authorisation, and applicable DGFT policy conditions apply as separate customs-clearance overlays.

The single most common error on this tariff line is importing wireless keyboards under an R-number registered against a wired-keyboard model, treating the BIS CRS registration as product-family-wide when it is model-specific. Customs WPC verification at port is now real-time; a wireless keyboard without a valid Equipment Type Approval or WPC import licence — regardless of BIS R-number status — triggers detention, demurrage, and potential confiscation under the Indian Telegraph Act. Verify model-code alignment between the BIS register, the ETA certificate, and the commercial invoice before shipment, not at the port.
