Compliance steps
  1. 1
Verify the foreign supplier's BIS Compulsory Registration Scheme R-number on the BIS portal against IS/IEC 62368-1:2023 (or IS 13252:Part 1:2010 / IS 616:2017 during the concurrent-running window). The R-number must be model-specific and current on the bill of lading date.
    Electronics and Information Technology Goods (Requirements for Compulsory Registration) Order, 2021 · S.O. 1248(E) dated 18-03-2021 · S.O. 4997(E) dated 29-10-2025
  2. 2
Confirm the applicable standard for the model: printers, multi-function devices, and plotters must conform to IS/IEC 62368-1:2023 under Scheme-II of Schedule-II of the BIS (Conformity Assessment) Regulations, 2018. IS 13252:Part 1:2010 and IS 616:2017 remain valid in concurrent running until 01-11-2028, after which they stand withdrawn.
S.O. 4997(E) dated 29-10-2025 · General Note 2(c) of the ITC (HS) Import Policy · Scheme-II of Schedule-II of the BIS (Conformity Assessment) Regulations, 2018
  3. 3
If the printer or multi-function device incorporates wireless functionality operating in a licence-exempt band, obtain Equipment Type Approval via self-declaration on the SaralSanchar portal at least 48 hours before the consignment arrives. For wireless equipment requiring a WPC import licence, apply to the Department of Telecommunications 30 days before arrival.
    CBIC Instruction 16/2022-CUS dated 21-07-2022 · CBIC Instruction 23/2021 dated 23-11-2021 · CBIC Instruction 24/2024-CUS dated 22-10-2024 · DoT letter R-11018/05/2019-PP dated 29-03-2019
  4. 4
Obtain Extended Producer Responsibility authorisation from the Central Pollution Control Board before import if the consignment includes parts, consumables, or spares falling within Schedule-I of the E-Waste Management Rules, 2022. Micro enterprises as defined under the MSMED Act, 2006 are exempt from this obligation.
    Schedule-I of the E-Waste (Management) Rules, 2022 · G.S.R. 801(E) dated 02-11-2022
  5. 5
Quote the BIS R-number on the bill of entry and ensure compliance with DGFT Notification 13/24-25 and CBIC Instruction 27/2025-CUS. Customs verifies the R-number in real time against the BIS register; an absent, expired, or model-mismatched R-number triggers consignment detention.
    DGFT Notification 13/24-25 dated 20-05-2024 · CBIC Instruction 27/2025-CUS dated 26-08-2025 · BIS Act, 2016 · Customs Act, 1962
A word of counsel

The single most common error on this tariff line is treating the concurrent-running window as a permanent exemption. IS 13252:Part 1:2010 and IS 616:2017 remain valid only until 01 November 2028 for general goods under S.O. 4997(E); after that date, only IS/IEC 62368-1:2023 registrations are operative. Importers who locked in supplier R-numbers under the legacy standards without planning the transition to IS/IEC 62368-1:2023 will face detention at the point the withdrawal date passes — at which moment outstanding purchase orders already in transit cannot be re-certified retrospectively.

Frequently asked
Does HSN 8471 60 29 require BIS certification?
Yes. Printers, multi-function devices, and plotters must be registered under the Compulsory Registration Scheme against IS/IEC 62368-1:2023 (or IS 13252:Part 1:2010 / IS 616:2017 during the concurrent-running window) with effect from 18 March 2021, by virtue of S.O. 1248(E) as amended by S.O. 4997(E).
Is Wireless Planning and Coordination approval required separately from BIS QCO compliance?
Yes, if the device incorporates wireless functionality. Equipment Type Approval via SaralSanchar covers licence-exempt low-power wireless devices; a separate WPC import licence from the Department of Telecommunications is required for devices operating outside exempt bands, independent of the BIS R-number.
Until when can printers be imported under IS 13252 or IS 616 registrations rather than IS/IEC 62368-1?
Concurrent running of IS 13252:Part 1:2010 and IS 616:2017 alongside IS/IEC 62368-1:2023 is permitted until 01 November 2028 for general goods under this heading. After that date, both legacy standards stand withdrawn and only IS/IEC 62368-1:2023 registrations are valid.
Does a single Compulsory Registration Scheme R-number cover all printer models from the same manufacturer?
No. The R-number is model-specific; a distinct registration is required for each model variant, and customs will detain a consignment where the declared model does not match the registered model on the BIS portal.
