Printers, multi-function devices and plotters for computers
HSN 8471 60 29 (printers, multi-function devices, and plotters) is covered by a Bureau of Indian Standards Quality Control Order. Conformity to IS/IEC 62368-1:2023 is mandatory under the Compulsory Registration Scheme with effect from 18 March 2021, by virtue of the Electronics and Information Technology Goods (Requirements for Compulsory Registration) Order, 2021. Wireless Planning and Coordination equipment type approval and Extended Producer Responsibility authorisation apply as separate customs-clearance overlays.
Procedural directions for customs clearance are issued by: Central Board of Indirect Taxes and Customs, Directorate General of Foreign Trade.
- 1Verify the foreign supplier's BIS Compulsory Registration Scheme R-number on the BIS portal against IS/IEC 62368-1:2023 (or IS 13252:Part 1:2010 / IS 616:2017 during the concurrent-running window). The R-number must be model-specific and current on the bill of lading date.Electronics and Information Technology Goods (Requirements for Compulsory Registration) Order, 2021 · S.O. 1248(E) dated 18-03-2021 · S.O. 4997(E) dated 29-10-2025
- 2Confirm the applicable standard for the model: printers, multi-function devices, and plotters must conform to IS/IEC 62368-1:2023 under Scheme-II of Schedule-II of the BIS (Conformity Assessment) Regulations, 2018. IS 13252:Part 1:2010 and IS 616:2017 remain valid in concurrent running until 01-11-2028, after which they stand withdrawn.S.O. 4997(E) dated 29-10-2025 · General Note 2(c) of the ITC (HS) Import Policy · Scheme-II of Schedule-II of the BIS (Conformity Assessment) Regulations, 2018
- 3If the printer or multi-function device incorporates wireless functionality operating in a licence-exempt band, obtain Equipment Type Approval via self-declaration on the SaralSanchar portal at least 48 hours before the consignment arrives. For wireless equipment requiring a WPC import licence, apply to the Department of Telecommunications 30 days before arrival.CBIC Instruction 16/2022-CUS dated 21-07-2022 · CBIC Instruction 23/2021 dated 23-11-2021 · CBIC Instruction 24/2024-CUS dated 22-10-2024 · DoT letter R-11018/05/2019-PP dated 29-03-2019
- 4Obtain Extended Producer Responsibility authorisation from the Central Pollution Control Board before import if the consignment includes parts, consumables, or spares falling within Schedule-I of the E-Waste Management Rules, 2022. Micro enterprises as defined under the MSMED Act, 2006 are exempt from this obligation.Schedule-I of the E-Waste (Management) Rules, 2022 · G.S.R. 801(E) dated 02-11-2022
- 5Quote the BIS R-number on the bill of entry and ensure compliance with DGFT Notification 13/24-25 and CBIC Instruction 27/2025-CUS. Customs verifies the R-number in real time against the BIS register; an absent, expired, or model-mismatched R-number triggers consignment detention.DGFT Notification 13/24-25 dated 20-05-2024 · CBIC Instruction 27/2025-CUS dated 26-08-2025 · BIS Act, 2016 · Customs Act, 1962
The single most common error on this tariff line is treating the concurrent-running window as a permanent exemption. IS 13252:Part 1:2010 and IS 616:2017 remain valid only until 01 November 2028 for general goods under S.O. 4997(E); after that date, only IS/IEC 62368-1:2023 registrations are operative. Importers who locked in supplier R-numbers under the legacy standards without planning the transition to IS/IEC 62368-1:2023 will face detention at the point the withdrawal date passes — at which moment outstanding purchase orders already in transit cannot be re-certified retrospectively.
