Plotters as input or output units for data processing machines
HSN 8471 60 25 (plotters for automatic data processing machines) is covered by a Bureau of Indian Standards Quality Control Order under the Electronics and Information Technology Goods (Requirements for Compulsory Registration) Order, 2021. Conformity to IS 13252 or IS 616 (with concurrent running permitted against IS/IEC 62368 Part 1:2023 until 1 November 2028) is mandatory under the Compulsory Registration Scheme with effect from 18 March 2021. Wireless Planning and Coordination import licensing and Extended Producer Responsibility authorisation apply as separate customs-clearance overlays.

- 2Confirm whether the plotter incorporates wireless functionality. If so, obtain Equipment Type Approval through the Saralsanchar portal for licence-exempt bands, or apply to the Wireless Planning and Coordination wing 30 days before shipment arrival for a WPC import licence for licensed-band equipment. - 3Ensure the plotter bears the BIS Standard Mark and the supplier's R-number under Scheme-II of Schedule-II to the BIS (Conformity Assessment) Regulations, 2018. The most common error on this tariff line is treating the concurrent-running window as permanent optionality between IS 13252 and IS/IEC 62368 Part 1:2023. Concurrent running for plotters (serial number 65 of the QCO schedule) expires on 1 May 2026 — not the general 1 November 2028 deadline that applies to other goods — after which IS 13252 (Part 1):2010 and IS 616:2017 stand withdrawn and only IS/IEC 62368 Part 1:2023 registration remains valid. An importer relying on an IS 13252-registered supplier who has not migrated will face consignment detention from 2 May 2026 onward.
