Automatic data processing machines presented as systems (laptops, tablets, ADP servers)
HSN 8471 49 00 (automatic data processing machines presented in the form of systems) is covered by a Bureau of Indian Standards Quality Control Order. Conformity to IS/IEC 62368 (Part 1):2023 is mandatory under the Compulsory Registration Scheme with effect from 18 March 2021, as notified under the Electronics and Information Technology Goods (Requirements for Compulsory Registration) Order, 2021. Bureau of Energy Efficiency labelling, Wireless Planning and Coordination import licensing, and Extended Producer Responsibility authorisation apply as separate customs-clearance overlays.
Procedural directions for customs clearance are issued by: Central Board of Indirect Taxes and Customs, Directorate General of Foreign Trade.
- 1Verify the foreign supplier's BIS Compulsory Registration Scheme R-number on the BIS portal against IS/IEC 62368 (Part 1):2023 for each model of laptop, notebook, tablet, all-in-one PC, ultra small form factor computer, server, or other ADP equipment. The R-number must be model-specific and current on the bill of lading date.Electronics and Information Technology Goods (Requirements for Compulsory Registration) Order, 2021 · S.O. 1248(E) dated 18-03-2021 · S.O. 4997(E) dated 29-10-2025
- 2Confirm the applicable concurrent-running window: for goods at Serial No. 65 of the CRO schedule, IS 13252 (Part 1):2010 and IS 616:2017 run concurrently with IS/IEC 62368 (Part 1):2023 until 01-05-2026; for all other notified goods, concurrent running continues until 01-11-2028, after which IS 13252 (Part 1):2010 and IS 616:2017 are withdrawn.S.O. 1248(E) dated 18-03-2021 as amended by S.O. 4997(E) dated 29-10-2025 · General Note 2(C) of the Import Policy
- 3Obtain a valid Import Authorisation from the Directorate General of Foreign Trade before shipping laptops, tablets, all-in-one PCs, ultra small form factor computers, or servers under HSN 8471. Desktop computers and other ADP goods not listed in the restriction are exempt from this authorisation requirement.DGFT Notification 23/2023 dated 03-08-2023 · DGFT Notification 26/2023 dated 04-08-2023 · DGFT Notification 38/2023 dated 19-10-2023 · Policy Circular 09/2023-24 dated 12-01-2024
- 4For wireless-enabled equipment, obtain a WPC import licence or an Equipment Type Approval via self-declaration on saralsanchar.gov.in for licence-exempt bands with low transmission power. Quote the WPC licence or ETA reference on the bill of entry.CBIC Instruction 16/22-Cus dated 21-07-2022 · CBIC Instruction 24/24-Cus dated 22-10-2024 · DoT letter ETA-WPC/Policy/2018-19 dated 12-04-2019
- 5Obtain Extended Producer Responsibility authorisation from the relevant authority for computing devices (mainframes, minicomputers, PC/laptops, notebooks, tablets, phablets, iPads, notepad computers) before import, and quote the EPR authorisation number on the bill of entry. Micro enterprises as defined in the MSMED Act, 2006 are exempt from EPR.Schedule I of the E-Waste (Management) Rules, 2022 · G.S.R. 801(E) dated 02-11-2022
The single most common error on this tariff line is treating the DGFT Import Management System authorisation as the principal compliance gate while filing a bill of entry for a model whose BIS R-number is either absent, expired, or registered against IS 13252 (Part 1):2010 alone after its concurrent-running window has closed. Customs conducts real-time R-number verification against the BIS portal at the model level; a lapsed or wrong-standard R-number triggers detention and demurrage regardless of a clean DGFT import authorisation. Verify the R-number, its standard reference, and the applicable concurrent-running cut-off date for each model before placing the purchase order.
