Compliance steps
  1. 1
Verify the foreign supplier's BIS Compulsory Registration Scheme R-number on the BIS portal against IS/IEC 62368-1:2023 (or IS 13252 (Part 1):2010 / IS 616:2017 during the concurrent-running window). The R-number must be model-specific and current on the shipping bill date.

  2. 2
Confirm the applicable standard for the consignment: cash registers (serial no. 65 under the QCO) may use IS 13252 (Part 1):2010 or IS 616:2017 concurrently with IS/IEC 62368-1:2023 only until 01-05-2026; after that date IS 13252 (Part 1):2010 and IS 616:2017 stand withdrawn for this product category.
S.O. 4997(E) dated 29-10-2025 · General Note 2(c) of the ITC (HS) Import Policy
  3. 3
Ensure every unit bears the BIS Standard Mark under an R-number licence per Scheme-II of Schedule-II to the BIS (Conformity Assessment) Regulations, 2018. The standard mark and R-number must appear on the product itself; marking on outer packaging alone is insufficient.
Scheme-II of Schedule-II to the BIS (Conformity Assessment) Regulations, 2018 · Electronics and Information Technology Goods (Requirements for Compulsory Registration) Order, 2021
  4. 4
Ensure compliance with DGFT Notification 13/2024-25 dated 20-05-2024 with respect to paragraph 2.31(1)(b) of the FTP 2023 and paragraph 2(c) of the General Notes to the Import Policy, as well as policy condition 2 of Chapter 84.
    DGFT Notification 13/2024-25 dated 20-05-2024 · Policy Condition 2 of Chapter 84 · FTP 2023 para 2.31(1)(b)
  5. 5
Comply with paragraphs 1 to 4 of CBIC Instruction 27/2025-Cus dated 26-08-2025 and quote the BIS R-number on the bill of entry. Customs verifies the R-number in real time against the BIS register; an absent, expired, or model-mismatched R-number triggers consignment detention.

A word of counsel

The most common error on this tariff line is filing against an R-number registered under IS 13252 (Part 1):2010 or IS 616:2017 after the concurrent-running deadline has passed. For cash registers (serial no. 65 of the QCO), that deadline is 01 May 2026 — materially earlier than the 01 November 2028 deadline applicable to other goods in the order. Importers who book orders months in advance against legacy-standard R-numbers risk consignment detention if the R-number has not been migrated to IS/IEC 62368-1:2023 by shipment date.

Frequently asked
Does HSN 8470 50 10 require BIS certification?
Yes. Electrically operated cash registers must conform to IS/IEC 62368-1:2023 (or the legacy standards during the concurrent-running window) and bear the BIS Standard Mark under the Compulsory Registration Scheme R-number, with effect from 18 March 2021.
Until when can a supplier use an R-number registered under IS 13252 or IS 616 instead of IS/IEC 62368-1:2023?
For cash registers (serial no. 65 of the QCO), concurrent running is permitted only until 01 May 2026, per S.O. 4997(E) dated 29-10-2025. After that date, R-numbers registered solely against IS 13252 (Part 1):2010 or IS 616:2017 are no longer valid for this product.
Are point-of-sale terminals and postage franking machines covered by the same QCO and standard?
Yes. IS/IEC 62368-1:2023 under S.O. 1248(E) as amended by S.O. 4997(E) covers cash registers, point-of-sale terminals, and mail processing or franking machines. Each model requires its own model-specific R-number registration.
Does a single R-number cover all models and variants from the same manufacturer?
No. The CRS R-number is model-specific; variants outside the registered model code are not covered, and a model-code mismatch with the BIS register at customs results in consignment detention.
