The most consequential oversight on this tariff line is failing to distinguish which standard governs the specific electrode or rod type being imported: IS 814:2004 applies to covered electrodes for manual metal arc welding of carbon and carbon-manganese steel, while IS 6419:1996 applies to rods and bare electrodes for gas-shielded arc welding of structural steel. A CM/L licence held against one standard does not cover product falling within the scope of the other, and customs detention follows a scope-mismatch at port.
