Hand-held power tools, other non-pneumatic non-hydraulic types
HSN 8467 89 90 (Other hand tools with self-contained motor) is subject to Central Pollution Control Board (CPCB) Extended Producer Responsibility (EPR) authorisation under the E-Waste (Management) Rules, 2022, notified vide G.S.R. 801(E) dated 02-11-2022, for electrical or electronic hand-held tools imported under this residual tariff line. EPR authorisation is not required for micro-enterprises as defined under the Micro, Small and Medium Enterprises Development Act, 2006.

The scope trigger on this tariff line is routinely misread: EPR authorisation applies to electrical or electronic hand-held tools under Schedule I of the E-Waste (Management) Rules, 2022, but large-scale stationary industrial tools are explicitly excluded. Importers misclassifying stationary industrial equipment under 8467 89 90 and then assuming EPR applies — or conversely, claiming the stationary-tool exclusion for genuinely hand-held electrical equipment — invite CPCB enforcement and consignment detention pending compliance verification.
