Hand-held chain saws with self-contained motor
HSN 8467 81 00 (Chain saws) is subject to Central Pollution Control Board (CPCB) Extended Producer Responsibility (EPR) authorisation under Schedule I of the E-Waste (Management) Rules, 2022 (G.S.R. 801(E) dated 02-11-2022) for electrical or electronic chain saws, with the exception of large-scale stationary industrial tools. EPR authorisation is not required for micro-enterprises as defined under the MSME Development Act, 2006.

The most common error on this tariff line is assuming that all chain saws under HSN 8467 81 00 carry EPR obligations without checking the scope carve-outs. The E-Waste (Management) Rules, 2022 exclude large-scale stationary industrial tools from Schedule I coverage, and micro-enterprises are categorically exempt from EPR authorisation. Importers who are neither exempt nor excluded but arrive without current CPCB EPR authorisation face consignment detention and potential monetary penalty under the Environment (Protection) Act, 1986.
