Hand-held electric saws with self-contained motor
HSN 8467 22 00 (Saws) is subject to Central Pollution Control Board (CPCB) Extended Producer Responsibility (EPR) authorisation under the E-Waste (Management) Rules, 2022, as notified by G.S.R. 801(E) dated 02-11-2022. The EPR obligation applies to importers of electrical or electronic hand-held saws, with the exception of large-scale stationary industrial tools. Micro-enterprises as defined under the MSME Development Act, 2006 are exempt from the EPR requirement.

The most common error on this tariff line is assuming the large-scale stationary industrial tools carve-out extends to all workshop or heavy-duty saws. The exclusion is limited to large-scale stationary industrial tools; hand-held or bench-portable saws with a self-contained electric motor remain within Schedule I of the E-Waste (Management) Rules, 2022, and an importer who files without valid CPCB EPR authorisation on the ground that the goods are 'industrial' risks detention and monetary penalty under the Rules.
