HSN 8467 11 90 (pneumatic or electric rotary hand tools, residual category) is subject to Central Pollution Control Board (CPCB) Extended Producer Responsibility (EPR) authorisation under the E-Waste (Management) Rules, 2022 notified vide G.S.R. 801(E) dated 02-11-2022. The most common error on this tariff line is assuming the large-scale stationary industrial tool carve-out covers all workshop or heavy-duty rotary hand tools. The exemption applies only to large-scale stationary industrial tools; portable rotary drills and hand-held rotary power tools — regardless of rated power or industrial end-use — remain within the Schedule I EPR scope, and import without a current CPCB EPR authorisation exposes the consignment to detention and the importer to enforcement under the E-Waste (Management) Rules, 2022.
