HSN 8466 20 00 (Work holders) is not covered by a Bureau of Indian Standards Quality Control Order and carries no Partner Government Agency clearance requirement at the tariff-line level. Import follows the standard customs procedure: Importer-Exporter Code (IEC), bill of entry, commercial invoice, packing list. Other parts and accessories within Chapter 84 — particularly those for specific classes of machine tools such as numerically controlled machining centres — may attract separate compliance obligations depending on the machine heading they principally serve.
Classification as a work holder depends on demonstrating that the goods are suitable for use solely or principally with the machines of headings 8456 to 8465; customs may re-classify broadly described components into the heading of the parent machine or into a more specific accessory heading. Such re-classification carries retrospective duty liability and potential detention pending resolution. Importers should ensure technical documentation — engineering drawings, product datasheets, OEM compatibility lists — is available at the time of examination.
