Bending or assembling machines for hard materials
HSN 8465 94 00 (Bending or assembling machines) is subject to Extended Producer Responsibility (EPR) authorisation from the Central Pollution Control Board (CPCB) under Schedule I of the E-Waste (Management) Rules, 2022, notified vide G.S.R. 801(E) dated 02-11-2022. The EPR obligation applies to importers of bending and similar processing equipment for wood, metal, and other materials, with the exception of large-scale stationary industrial tools. Micro enterprises as defined under the MSME Development Act, 2006 are exempt from the EPR requirement.

The most common error on this tariff line is failing to assess whether the imported machine falls within the Schedule I scope — specifically the carve-out for large-scale stationary industrial tools, which are excluded from the EPR obligation. Importers of workshop-scale bending machines incorrectly assume that because the product is an industrial machine it escapes the E-Waste Rules; absent the large-scale stationary carve-out, EPR authorisation is required and its absence at the bill of entry risks detention and CPCB enforcement under the E-Waste (Management) Rules, 2022.
