Grinding, sanding or polishing machines
Grinding, sanding or polishing machines for hard materials
HSN 8465 93 00 (Grinding, sanding or polishing machines) is subject to Central Pollution Control Board (CPCB) Extended Producer Responsibility (EPR) authorisation under Schedule I of the E-Waste (Management) Rules, 2022, notified by G.S.R. 801(E) dated 02-11-2022. The EPR obligation applies to importers of equipment for sanding or similar processing of wood, metal, and other materials, with the exception of large-scale stationary industrial tools.
- EPR authorisation from CPCB
- MSME micro-enterprise certificate from MSMED
- 1Obtain Extended Producer Responsibility authorisation from the Central Pollution Control Board under Schedule I of the E-Waste (Management) Rules, 2022 before filing the bill of entry. Authorisation must cover equipment for sanding or similar processing of wood, metal, and other materials, excluding large-scale stationary industrial tools.Schedule I of the E-Waste (Management) Rules, 2022 · G.S.R. 801(E) dated 02-11-2022
- 2If the importing entity qualifies as a micro enterprise under the MSMED Act, 2006, document that status at the bill of entry stage. EPR authorisation does not apply to micro enterprises, and the exemption must be supported by a valid Udyam registration establishing micro-enterprise status.E-Waste (Management) Rules, 2022 · G.S.R. 801(E) dated 02-11-2022 · MSMED Act, 2006
The most common error on this tariff line is assuming the large-scale stationary industrial tool exclusion applies to the consignment without confirming the equipment's classification within Schedule I. The exclusion is narrow: only genuinely large-scale stationary industrial tools fall outside the EPR scope, and a customs officer may require documentary evidence that the specific machine meets that threshold. Importers who cannot demonstrate either the exclusion or micro-enterprise status are subject to detention until a valid CPCB EPR authorisation is produced.
