Metal-working bending, shearing and punching machines (other)
HSN 8462 49 00 (other metal-working bending, shearing, punching and similar machines) is subject to Central Pollution Control Board (CPCB) Extended Producer Responsibility (EPR) authorisation under the E-Waste (Management) Rules, 2022, notified via G.S.R. 801(E) dated 02-11-2022. The EPR obligation applies to equipment for punching, shearing or similar processing of metal and other materials, with the exception of large-scale stationary industrial tools and micro-enterprises as defined under the MSME Development Act, 2006.
- EPR authorisation from CPCB
- MSME exemption declaration from importer
- 1Obtain Extended Producer Responsibility authorisation from the Central Pollution Control Board before importing equipment for punching, shearing or similar processing of metal and other materials falling under Schedule I of the E-Waste (Management) Rules, 2022. Upload the EPR authorisation in e-Sanchit prior to filing the bill of entry.Schedule I of the E-Waste (Management) Rules, 2022 · G.S.R. 801(E) dated 02-11-2022
- 2Confirm whether the importer qualifies as a micro-enterprise under the MSME Development Act, 2006. If so, the EPR obligation does not apply; retain documentary evidence of Udyam registration as the micro-enterprise credential and present it to the proper officer if queried at the bill of entry stage.E-Waste (Management) Rules, 2022 · G.S.R. 801(E) dated 02-11-2022 · MSME Development Act, 2006
The most common error on this tariff line is assuming the 'large-scale stationary industrial tool' carve-out applies to all heavy metal-working machines. The exclusion is scope-specific: only equipment that qualifies as large-scale stationary industrial equipment falls outside Schedule I of the E-Waste (Management) Rules, 2022; portable or semi-portable bending, punching, and shearing machines do not. Importers relying on the exclusion without documented product-classification evidence risk detention and CPCB-enforcement referral at the port.
