Numerically controlled metal-working bending, shearing and punching machines
HSN 8462 42 00 (Numerically controlled metal-working machines) is subject to Central Pollution Control Board (CPCB) Extended Producer Responsibility (EPR) authorisation under the E-Waste (Management) Rules, 2022, notified vide G.S.R. 801(E) dated 02-11-2022, for equipment used for punching, shearing or similar processing of metal and other materials. The EPR obligation does not apply to micro-enterprises as defined under the MSME Development Act, 2006.

- 2If the importing entity qualifies as a micro-enterprise under the MSME Development Act, 2006, prepare and retain documentary evidence of that status. The EPR scope under Schedule I of the E-Waste (Management) Rules, 2022 expressly excludes large-scale stationary industrial tools; importers frequently assume that any heavy-duty numerically controlled press falls outside the EPR regime on that basis. The exclusion is narrow and applies only to large-scale stationary industrial tools — standard NC punching and shearing machines remain within scope. Confirm the machine's classification against the Schedule I description before treating the import as EPR-exempt.
