HSN 8462 33 00 (Numerically controlled shearing machines) is subject to Central Pollution Control Board (CPCB) Extended Producer Responsibility (EPR) authorisation under Schedule I of the E-Waste (Management) Rules, 2022, notified vide G.S.R. 801(E) dated 02-11-2022. The EPR obligation applies to importers of equipment for shearing or similar processing of metal and other materials, with an exemption for micro-enterprises as defined under the MSME Development Act, 2006.

The most common error on this tariff line is assuming the EPR obligation tracks only large-scale stationary industrial tools and that a numerically controlled shearing machine therefore falls outside Schedule I. The E-Waste (Management) Rules, 2022 explicitly carve out large-scale stationary industrial tools from the EPR requirement — not CNC shearing machines generally — so a standard numerically controlled shear is within scope and EPR authorisation is required unless the importer holds valid micro-enterprise status under the MSME Development Act, 2006.
