HSN 8462 26 00 (numerically controlled bending, folding, straightening or flattening machines) is subject to Extended Producer Responsibility (EPR) authorisation administered by the Central Pollution Control Board (CPCB) under Schedule I of the E-Waste (Management) Rules, 2022 notified vide G.S.R. 801(E) dated 02-11-2022. The EPR obligation applies to importers of covered equipment but does not extend to micro-enterprises as defined under the Micro, Small and Medium Enterprises Development Act, 2006.

The most common error on this tariff line is assuming the 'large-scale stationary industrial tools' carve-out applies to all CNC bending and folding machines imported for industrial use. The carve-out is narrow; numerically controlled press brakes and CNC folding machines at standard industrial scale remain within the Schedule I scope, and an importer who proceeds without CPCB EPR authorisation on that assumption faces detention and re-export liability under the E-Waste (Management) Rules, 2022.
