Vertical bed-type metal milling machine tools
HSN 8459 69 20 (Bed type, vertical milling machine) is subject to Extended Producer Responsibility (EPR) authorisation administered by the Central Pollution Control Board (CPCB) under the E-Waste (Management) Rules, 2022, notified vide G.S.R. 801(E) dated 02-11-2022. The EPR obligation applies to equipment for milling or similar processing of metal and other materials, with the exception of large-scale stationary industrial tools, and micro-enterprises as defined under the MSME Development Act, 2006 are exempt.

The most common error on this tariff line is assuming that industrial-scale vertical milling machines automatically qualify as 'large-scale stationary industrial tools' and are therefore EPR-exempt. The E-Waste (Management) Rules, 2022 do not define the threshold for 'large-scale stationary industrial tools' by tonnage or footprint; importers who proceed without CPCB EPR authorisation on that assumption face consignment detention and potential monetary penalty under the Environment (Protection) Act, 1986.
