HSN 8456 50 00 (Water-jet cutting machines) is subject to Extended Producer Responsibility (EPR) authorisation administered by the Central Pollution Control Board (CPCB) under the E-Waste (Management) Rules, 2022. The EPR obligation applies to importers of electrical or electronic cutting tools for wood, metal, and other materials, with the exception of large-scale stationary industrial tools. Micro-enterprises as defined under the MSME Development Act, 2006 are exempt from the EPR requirement.

The most common error on this tariff line is misreading the 'large-scale stationary industrial tools' carve-out as a blanket exemption for all industrial water-jet cutting machines. The exclusion is narrow: only large-scale stationary configurations fall outside the Schedule I scope, while portable and bench-top electrical or electronic cutting machines remain subject to EPR authorisation.
