Machinery for hides, skins, leather, or footwear manufacture
HSN 8453 80 00 (other machinery for preparing, tanning, or working hides, skins, or leather, or for making or repairing footwear) is not covered by a Bureau of Indian Standards Quality Control Order and carries no Partner Government Agency clearance requirement at the tariff-line level. Import follows the standard customs procedure: Importer-Exporter Code (IEC), bill of entry, commercial invoice, packing list. Other machinery within Chapter 84 — particularly industrial sewing machines and certain electrically powered equipment — may fall under separate compliance regimes; classification accuracy is the principal importer risk.
The absence of compliance at this tariff line does not extend to all Chapter 84 machinery: sewing machines are explicitly excluded from heading 8453 and classified separately, and electrically driven machinery may attract compliance under other headings within Chapter 84 or Chapter 85. Re-classification on customs examination triggers retrospective compliance, including detention pending the relevant licence or certification.
