Household sewing machines, other than with electronic controls
HSN 8452 10 29 (household sewing machines, other than those with electronic controls) is covered by a Bureau of Indian Standards Quality Control Order. Conformity to IS 15449 (Part 1):2004 is mandatory under the ISI Mark Scheme with effect from 1 September 2021, by virtue of the Sewing Machines (Quality Control) Order, 2021. Extended Producer Responsibility authorisation administered by the Central Pollution Control Board applies as a separate customs-clearance overlay for electrical or electronic sewing machines.
- 1Source only from a Bureau of Indian Standards CM/L-licensed manufacturer holding a current licence against IS 15449 (Part 1):2004. Verify the supplier's CM/L number, licensed product scope, and licensed manufacturing facility address on the BIS online register before placing the purchase order.Sewing Machines (Quality Control) Order, 2021 · S.O. 1239(E) dated 15-03-2021
- 2Ensure each sewing machine bears the ISI mark and the supplier's CM/L number per Scheme-I of Schedule-II to the BIS (Conformity Assessment) Regulations, 2018. The marking must appear on the machine itself, not on packaging alone.Scheme-I of Schedule-II to the BIS (Conformity Assessment) Regulations, 2018 · Sewing Machines (Quality Control) Order, 2021
- 3Obtain Extended Producer Responsibility authorisation from the Central Pollution Control Board before importing electrical or electronic sewing machines. MSMED Act-registered micro enterprises are exempt from the EPR requirement. Quote the EPR authorisation number on the bill of entry.Schedule-I of the E-Waste (Management) Rules, 2022 · G.S.R. 801(E) dated 02-11-2022
- 4Quote the supplier's BIS CM/L number and, where applicable, the CPCB EPR authorisation number on the bill of entry. Customs verifies the CM/L in real time against the BIS register; an absent, expired, or scope-mismatched CM/L triggers consignment detention.Sewing Machines (Quality Control) Order, 2021 · BIS Act, 2016 · Customs Act, 1962
The single most common error on this tariff line is importing household zig-zag sewing machines under a CM/L that does not specifically cover the Part 1 scope of IS 15449 — general requirements for the household zig-zag machine head. IS 15449 is a multi-part standard; a licence endorsed against a different Part does not satisfy the QCO obligation under S.O. 1239(E). Confirm that the supplier's CM/L explicitly references IS 15449 (Part 1):2004 and covers the model being imported before shipment, not at the port of entry.
