Household sewing machines, other than with electronic controls
HSN 8452 10 19 (household-type sewing machines) is covered by a Bureau of Indian Standards Quality Control Order. Conformity to IS 15449 (Part 1):2004 is mandatory under the ISI Mark Scheme with effect from 01 September 2021, by virtue of the Sewing Machines (Quality Control) Order, 2021. Extended Producer Responsibility authorisation administered by the Central Pollution Control Board applies as a separate customs-clearance overlay for electrical or electronic sewing machines.

The single most common error on this tariff line is importing machines from a supplier whose CM/L licence is valid but does not explicitly cover the zig-zag sewing machine head specification under IS 15449 (Part 1):2004. A CM/L for an adjacent sewing-machine specification or a related Part does not extend to household zig-zag heads; customs verifies scope at the product-type level, and a scope mismatch results in detention and ground rent accrual pending re-export or destruction regardless of ISI marks visible on the packaging.
