Machines for reeling, unreeling, folding, cutting or pinking textile fabrics
Textile fabric reeling, unreeling, folding, cutting and pinking machines
HSN 8451 50 00 (Machines for reeling, unreeling, folding, cutting or pinking textile fabrics) is subject to Central Pollution Control Board (CPCB) Extended Producer Responsibility (EPR) authorisation under Schedule I of the E-Waste (Management) Rules, 2022 notified vide G.S.R. 801(E) dated 02-11-2022. The EPR obligation applies to importers unless the importing entity qualifies as a micro enterprise under the Micro, Small and Medium Enterprises Development Act, 2006.
- EPR authorisation from CPCB
- MSME micro-enterprise certificate from MSME Ministry
- 1Obtain an Extended Producer Responsibility authorisation from the Central Pollution Control Board before filing the bill of entry. This equipment falls under Schedule I of the E-Waste (Management) Rules, 2022, and import without a current EPR authorisation renders the consignment liable to detention and regulatory action under those Rules.Schedule I of the E-Waste (Management) Rules, 2022 · G.S.R. 801(E) dated 02-11-2022
- 2If the importing entity is a micro enterprise as defined under the Micro, Small and Medium Enterprises Development Act, 2006, document and retain evidence of that status at the bill-of-entry stage, as the EPR obligation does not apply to such enterprises and the exemption must be substantiated if queried by customs.E-Waste (Management) Rules, 2022 · G.S.R. 801(E) dated 02-11-2022 · MSMED Act, 2006
The most common error on this tariff line is assuming that EPR applies only to consumer electronics and overlooking its reach to industrial processing machinery listed in Schedule I of the E-Waste (Management) Rules, 2022. Importers who are not micro enterprises and arrive at the bill of entry without a valid CPCB EPR authorisation face consignment detention; the authorisation cannot be obtained retrospectively at port, and demurrage accumulates while the EPR registration is processed.
