HSN 8451 30 10 (Hand ironing press) is subject to Extended Producer Responsibility (EPR) authorisation requirements administered by the Central Pollution Control Board (CPCB) under the E-Waste (Management) Rules, 2022, notified vide G.S.R. 801(E) dated 02-11-2022. The most common error on this tariff line is assuming the EPR requirement attaches only to large-scale electrical goods and does not extend to hand ironing presses. Schedule I of the E-Waste (Management) Rules, 2022 explicitly lists iron and other appliances for ironing and clothing care; an importer who is not a micro-enterprise and arrives at the bill-of-entry stage without a current CPCB EPR authorisation faces consignment detention and cannot obtain out-of-charge until the authorisation is verified.
