Dry-cleaning machines, other than coin-operated
HSN 8451 10 90 (Other dry-cleaning machines) is subject to Central Pollution Control Board (CPCB) Extended Producer Responsibility (EPR) authorisation under Schedule I of the E-Waste (Management) Rules, 2022, notified vide G.S.R. 801(E) dated 02-11-2022. Importers of these appliances must obtain EPR authorisation from CPCB before clearance at the bill-of-entry stage. The EPR obligation does not apply to micro enterprises as defined under the Micro, Small and Medium Enterprises Development Act, 2006.
- EPR authorisation from CPCB
- Micro-enterprise exemption from State government
- 1Obtain Extended Producer Responsibility authorisation from the Central Pollution Control Board covering the import of dry-cleaning appliances listed under Schedule I of the E-Waste (Management) Rules, 2022. Upload proof of EPR authorisation in e-Sanchit before filing the bill of entry.Schedule I of the E-Waste (Management) Rules, 2022 · G.S.R. 801(E) dated 02-11-2022
- 2If the importing entity qualifies as a micro enterprise under the MSME Development Act, 2006, document that status at the bill of entry to claim the EPR exemption. Udyam registration as a micro enterprise is the standard evidence of MSME classification.E-Waste (Management) Rules, 2022 · G.S.R. 801(E) dated 02-11-2022
The most common error on this tariff line is importing without EPR authorisation on the assumption that dry-cleaning machines are general industrial machinery outside the e-waste regime. Schedule I of the E-Waste (Management) Rules, 2022 explicitly covers appliances for cleaning, and the absence of a current CPCB EPR authorisation at the bill of entry exposes the consignment to detention and monetary penalty — the micro-enterprise exemption must be actively documented rather than assumed.
