HSN 8450 90 10 (Parts of household type washing machines) is subject to Central Pollution Control Board (CPCB) Extended Producer Responsibility (EPR) authorisation under Schedule I of the E-Waste (Management) Rules, 2022, notified via G.S.R. 801(E) dated 02-11-2022. The Directorate General of Foreign Trade (DGFT) administers the applicable ITC (HS) import policy as an overlay. EPR authorisation is not required for micro-enterprises as defined under the MSME Development Act, 2006.

The most common error on this tariff line is assuming that EPR authorisation is only a post-import compliance obligation. Customs out-of-charge is contingent on verification of the EPR authorisation at the bill of entry; consignments arriving without a current CPCB EPR authorisation are detained, attracting demurrage and ground rent. The micro-enterprise exemption requires affirmative documentary proof — Udyam registration — and cannot be claimed by self-declaration alone at the time of clearance.
