The most consequential oversight on this tariff line is misreading the staggered implementation dates as a blanket grace period. The QCO commenced on 01 November 2024 for large enterprises; the extended deadlines of 01 July 2025 and 01 October 2025 apply exclusively to small and micro enterprises respectively as defined under the MSMED Act, 2006 — and only for domestically manufactured or imported stock declared to the Bureau before the relevant commencement date. An importer who is not an MSMED-registered small or micro enterprise, and who imports unmarked machines from an unlicensed manufacturer after 01 November 2024, faces detention regardless of the later dates appearing in the QCO text.
