HSN 8450 11 00 (fully-automatic household washing machines) is covered by a Bureau of Indian Standards Quality Control Order. Conformity to IS 302 (Part 2/Sec 7):2010 is mandatory under the ISI Mark Scheme with effect from 01 November 2024 under the Electrical Appliances for Domestic Clothes Washing Quality Control Order, 2024. Extended Producer Responsibility authorisation administered by the Central Pollution Control Board and Bureau of Energy Efficiency labelling apply as separate customs-clearance overlays.

- 2Ensure every machine bears the ISI mark and the supplier's CM/L number in accordance with Scheme-I of Schedule-II of the BIS (Conformity Assessment) Regulations, 2018. The most consequential oversight on this tariff line is misreading the staggered implementation dates as a blanket grace period. The QCO commenced on 01 November 2024 for large enterprises; the extended deadlines of 01 July 2025 and 01 October 2025 apply exclusively to small and micro enterprises respectively as defined under the MSMED Act, 2006 — and only for domestically manufactured or imported stock declared to the Bureau before the relevant commencement date. An importer who is not an MSMED-registered small or micro enterprise, and who imports unmarked machines from an unlicensed manufacturer after 01 November 2024, faces detention regardless of the later dates appearing in the QCO text.
