Circular knitting machines with small cylinder diameter
HSN 8447 11 90 (circular knitting machines, cylinder diameter not exceeding 165 mm) is subject to Extended Producer Responsibility (EPR) authorisation administered by the Central Pollution Control Board (CPCB) under the E-Waste (Management) Rules, 2022, notified vide G.S.R. 801(E) dated 02-11-2022. The EPR obligation applies to importers of electrical and electronic equipment listed under Schedule I of those Rules, with an exemption for micro-enterprises as defined under the MSME Development Act, 2006.

The most common error on this tariff line is assuming that EPR authorisation is a post-import or annual compliance formality rather than a pre-clearance obligation.
