Circular knitting machines with small cylinder diameter
HSN 8447 11 19 (circular knitting machines with cylinder diameter not exceeding 165 mm) is subject to Extended Producer Responsibility (EPR) authorisation from the Central Pollution Control Board (CPCB) under Schedule I of the E-Waste (Management) Rules, 2022, notified vide G.S.R. 801(E) dated 02-11-2022. EPR authorisation is not required for micro-enterprises as defined under the Micro, Small and Medium Enterprises Development Act, 2006.

The most common error on this tariff line is assuming the EPR obligation attaches only to electrical consumer goods and not to industrial machinery. Schedule I of the E-Waste (Management) Rules, 2022 explicitly covers electrical and electronic equipment including industrial machines such as knitting machines; an importer who ships without CPCB EPR authorisation — relying on a mistaken category exclusion — faces consignment detention and potential confiscation.
