Shuttleless weaving machines for fabrics over 30 cm width
HSN 8446 30 90 (shuttleless looms, other) is subject to Central Pollution Control Board (CPCB) Extended Producer Responsibility (EPR) authorisation under the E-Waste (Management) Rules, 2022, notified vide G.S.R. 801(E) dated 02-11-2022. The EPR obligation applies to importers of weaving machines listed in Schedule I of those Rules, with a carve-out for micro-enterprises as defined under the MSME Development Act, 2006.
- EPR authorisation from CPCB
- MSME micro-enterprise certificate from MSME Ministry
- 1Obtain EPR authorisation from the Central Pollution Control Board before importing shuttleless weaving machines covered under Schedule I of the E-Waste (Management) Rules, 2022. Upload the authorisation in e-Sanchit at the bill of entry stage to enable customs out-of-charge.E-Waste (Management) Rules, 2022 · G.S.R. 801(E) dated 02-11-2022 · Schedule I
- 2If the importing entity qualifies as a micro-enterprise under the MSME Development Act, 2006, document this status at the bill of entry. The EPR authorisation requirement does not apply to such micro-enterprises, but the classification must be supported by a valid Udyam registration certificate.E-Waste (Management) Rules, 2022 · G.S.R. 801(E) dated 02-11-2022; MSME Development Act, 2006
The most common error on this tariff line is assuming that EPR authorisation applies only to electronics or consumer goods — Schedule I of the E-Waste (Management) Rules, 2022 explicitly covers electrical and electronic equipment including industrial machinery such as weaving machines. An importer that is not a micro-enterprise and arrives at the port without current CPCB EPR authorisation faces consignment detention and demurrage pending regularisation.
