Automatic shuttleless powerloom for wide-fabric weaving
HSN 8446 30 11 (Automatic powerloom, shuttleless type) is subject to Extended Producer Responsibility (EPR) authorisation administered by the Central Pollution Control Board (CPCB) under the E-Waste (Management) Rules, 2022, notified vide G.S.R. 801(E) dated 02-11-2022. Importers must obtain valid EPR authorisation from CPCB before filing the bill of entry, unless the importing entity qualifies as a micro enterprise under the Micro, Small and Medium Enterprises Development Act, 2006.

The most common error on this tariff line is assuming that the EPR obligation arises only on end-of-life disposal and not at the point of import. CPCB's position under the E-Waste (Management) Rules, 2022 is that authorisation must be in place before import; a consignment arriving without current EPR authorisation is liable to detention at the port of entry. The micro-enterprise exemption is self-assessed but not self-declaring — customs may call for the Udyam registration certificate to verify MSME classification.
