Narrow-fabric weaving machines, looms under 30 cm width
HSN 8446 10 90 (weaving machines for fabrics of a width not exceeding 30 cm, other) is subject to Extended Producer Responsibility (EPR) authorisation administered by the Central Pollution Control Board (CPCB) under Schedule I of the E-Waste (Management) Rules, 2022, notified vide G.S.R. 801(E) dated 02-11-2022. The EPR authorisation must be verified at the bill of entry; a micro-enterprise exemption applies for importers registered under the Micro, Small and Medium Enterprises Development Act, 2006.
- EPR authorisation from CPCB
- MSME micro-enterprise certificate from MSMED
- 1Obtain a valid Extended Producer Responsibility authorisation from the Central Pollution Control Board before filing the bill of entry. Weaving machines falling under Schedule I of the E-Waste (Management) Rules, 2022 are covered electrical and electronic equipment, and import without a current EPR authorisation is a contravention of those Rules.Schedule I of the E-Waste (Management) Rules, 2022 · G.S.R. 801(E) dated 02-11-2022
- 2If the importing entity qualifies as a micro-enterprise under the Micro, Small and Medium Enterprises Development Act, 2006, retain documentary evidence of that registration; the EPR obligation does not apply to such entities, and customs may verify the exemption basis at the bill of entry.E-Waste (Management) Rules, 2022 · G.S.R. 801(E) dated 02-11-2022 · MSME Development Act, 2006
The most common error on this tariff line is assuming that the EPR regime applies only to consumer electronics and overlooking its Schedule I coverage of industrial electrical and electronic equipment including weaving machines. Importers who are not micro-enterprises and who proceed without a current CPCB EPR authorisation face consignment detention and potential confiscation under the E-Waste (Management) Rules, 2022; the micro-enterprise exemption is status-specific and must be actively documented, not assumed.
