Narrow-width weaving machines (looms), other types
HSN 8446 10 19 (Other weaving machines for fabrics up to 30 cm width) is subject to Extended Producer Responsibility (EPR) authorisation from the Central Pollution Control Board (CPCB) under Schedule I of the E-Waste (Management) Rules, 2022, notified vide G.S.R. 801(E) dated 02-11-2022. EPR authorisation must be verified at the bill-of-entry stage before out-of-charge is granted.
- EPR authorisation from CPCB
- MSME micro-enterprise declaration from importer
- 1Obtain a valid Extended Producer Responsibility authorisation from the Central Pollution Control Board before filing the bill of entry. The EPR authorisation covers weaving machines listed in Schedule I of the E-Waste (Management) Rules, 2022, and must be current and on file at the time of customs examination.Schedule I of the E-Waste (Management) Rules, 2022 · G.S.R. 801(E) dated 02-11-2022
- 2If the importer qualifies as a micro enterprise under the Micro, Small and Medium Enterprises Development Act, 2006, document that status at the bill of entry. Micro enterprises are exempt from the EPR authorisation requirement; the Udyam registration certificate evidencing micro-enterprise classification must be uploaded in e-Sanchit to claim the exemption.E-Waste (Management) Rules, 2022 · G.S.R. 801(E) dated 02-11-2022 · MSMED Act, 2006
The most common error on this tariff line is assuming that EPR obligations attach only to consumer electronics and not to industrial machinery listed in Schedule I of the E-Waste (Management) Rules, 2022. Weaving machines within the 30 cm width category are expressly covered; importers who arrive at customs without a current CPCB EPR authorisation face consignment detention and potential confiscation, with the micro-enterprise exemption available only where the Udyam registration is already in order before the bill of entry is filed.
