Automatic powerlooms for narrow fabric weaving
HSN 8446 10 11 (Automatic, powerloom) is subject to Extended Producer Responsibility (EPR) authorisation oversight by the Central Pollution Control Board (CPCB) under the E-Waste (Management) Rules, 2022 notified vide G.S.R. 801(E) dated 02-11-2022. Importers of weaving machines listed in Schedule I of those Rules must hold a valid CPCB EPR authorisation before the bill of entry is filed, unless the importing entity qualifies as a micro enterprise under the MSME Development Act, 2006.

The most common error on this tariff line is assuming that EPR authorisation is a post-import compliance obligation rather than a pre-clearance requirement. The CPCB authorisation must be in force at the time the bill of entry is filed; an authorisation applied for but not yet granted does not satisfy the Schedule I requirement, and consignments cleared without it attract liability under the E-Waste (Management) Rules, 2022 irrespective of the importer's intent to subsequently register.
